The program deals with the implementation of the Politburo's Resolution No. 22-NQ/TW of March 15, 2018 on "Restructuring the organizational apparatus of the Ministry of Public Security to make it lean, efficient, and effective", and the Ministry of Public Security's Project No. 106/DA-BCA of March 28, 2018 on "Innovating and restructuring the apparatus of the Ministry of Public Security for streamlined, efficient, and effective operations". After five years of implementing Circular No. 09/2019/TT-BCA dated April 11, 2019, which regulates the assignment of People's Police officers and non-commissioned officers to serve as commune police officers, all communes nationwide have now been assigned professional police officers. The results of this implementation reveal that the professional community police force has grown stronger and has brought about remarkable changes. They have made significant contributions to maintaining security and order at the grassroots level and have played an essential role in the overall achievements of the People's Public Security Force.
Numerous commune police officers have shown bravery in combating crime, willingly making sacrifices for the mission of maintaining public security and ensuring a peaceful life for the people. They have been pivotal in combating the COVID-19 pandemic, developing the National Population Database, issuing chip-based citizen ID cards nationwide, implementing the Government's Project 06, and promoting digital transformation by utilizingcitizen data, identification, and authentication to build a digital society. Additionally, these forces have consistently worked to maintain security and order at the grassroots level through patrols and surveillance. This has significantly contributed to the prevention, detection, and suppression of crimes, social evils, and other violations of security and order.
By staying close to the people and making positive contributions to local socio-economic development and the All People Protect National Security movement, the commune police force has gained the trust and support of the public and recognition from leaders at all levels. These achievements underscore the continued growth of the commune and town police force, whose strong connection to the people reflects their role as pioneers in ensuring grassroots security, particularly in remote areas, rural communities, regions with significant ethnic minority populations, and challenging border and island areas.
In recognition of these contributions, the Party Central Public Security Committee and the Ministry of Public Security have instructed the Department of Party and Political Work to organize the political-artistic exchange program “Living in the Heart of the People”. This event celebrates exemplary commune and town police officers, honors outstanding grassroots security forces, and highlights their innovative and dedicated contributions. The program also demonstrates how the Ministry of Public Security has taken the lead in implementing the Politburo's resolutions to streamline and enhance operational efficiency. The deployment of professional commune police officers is a crucial step in realizing the Politburo's Resolution No. 12 on building a truly clean, strong, regular, elite, and modern People's Public Security Force.
The program brought together nearly 300 outstanding representatives of commune police officers and local forces involved in maintaining public security from 9,000 communes and towns across the country to meet and report their on work to the Party and State leaders at the beginning of the New Year 2025. With a spirit of responsibility and dedication, the commune police force and local public security teams have become an important bridge connecting the Party, the State, and the people, so that all can advance together into the "New Era – the Era of the Nation's Rise" and join hands to build a civilized, strong, and prosperous country.
