PM says oda funds to be used only for development

At a meeting between relevant ministries and State agencies to discuss the management of ODA on Thursday, Prime Minister Nguyen Xuan Phuc ordered the ministries and agencies to cut above-the-line expenditure and only spend new ODA funds for development.

He said this principle would apply at all stages of a project, from proposal and negotiations to the signing and implementation of a contract. Attendees at the event agreed that ODA and foreign soft loans should only be used for development investment and not expenses costs.
