According to the Consultative Council's report, though some advances have been made, there are still complicated, lengthy and unreasonable procedures in the administrative system because leaders of state agencies and localities cannot keep up with the PM's requirements in developing a 'facilitating' government.
For the last few years, very few of various proposals from the public and businesses have been realised so more pressures on state agencies to accelerate administrative reforms are needed.
