At the meeting, the Ministry of Public Security briefed the government on the bill regarding ensuring road safety, which consists of 8 chapters and 84 articles and is separated from the existing law on road traffic.
After hearing opinions on the bill, PM Phuc stated that its formulation is essential since road safety is a major issue and human lives must come first.
Commenting on revisions to the law on drug prevention, the head of government noted that the law should create a flexible legal framework so as to facilitate the fight against narcotics.
With regards to the bill on the forces that protect social order and public security at grass-roots level, the PM said its formulation is necessary in order to promote the role of self-governance in the community while working with regular public security forces in safeguarding local security.
He stated that the organisation and operation of this force should be flexible and suitable with local conditions so that synergy can be brought into play while avoiding any overlap between different forces.
