According to the statistics reported at the meeting, total ODA capital and preferential loans signed in the first 6 months of 2016 reached approximately $2.5 billion, up 61% compared to the same period last year. However, only 1.8 billion USD was disbursed, 4% lower than the same period last year. Therefore, the deputy prime minister asked the Ministry of Planning and Investment and the Ministry of Finance to collect opinions from six banks on relending through financial organizations so as to complete related policies and laws. Deputy PM Minh requested the State Bank of Vietnam, the Ministry of Planning and Investment and the Ministry of Foreign Affairs to map out appropriate plans for loans with less preferential interest rates.
