Chung was previously elected as Vice Secretary of the city party committee for 2015-2020 during its 16th Congress in November.
He holds a doctorate degree in law, and two bachelor’s degrees in criminal investigation and business administration. At the meeting, the municipal people’s council was hailed by Politburo member Pham Quang Nghi for its efforts to promote democracy and its representative role as an elected body. The session also focused on socio-economic and defence and security development, and the state budget for 2015 and 2016.
