During their discussions on the law, the deputies stressed that it needed to unify the planning system from a central to local level, and limit the negative impacts on planning activities performed in accordance with the current laws. The deputies agreed the new law needs to clearly define planning at higher and subordinate levels to avoid overlapping.
When drafting the national master plan, the participation of all ministries would be vital to prevent duplication. Some deputies argued that the law needed to ensure democratic principles and objectivity in planning activities, continuity, and coherence to ensure socio-economic concerns and the environment are taken into account, along with the opinions of different sectors and localities.
