The committee will be chaired by the Government leader, while the Minister of Natural Resources and Environment will serve as the permanent vice chairman, alongside two other vice chairpersons, including the Minister of Planning and Investment and the Minister of Finance.
Members of the steering committee include the leaders of the Government Offices, the ministries, the Party Central Committee’s Economic Commission, the National Assembly’s Committee on Economic Affairs, the Vietnam Fatherland Front Central Committee, the Government’s Committee on Ethnic Minority Affairs, and the Committee for Management of State Capital at Enterprises; the chairpersons of the People’s Committees of 28 coastal provinces and cities; and a number of marine experts and scientists.
The committee is established on the basis of merging the state steering committee on basic surveys of marine resources and environment and the coordination committee for the implementation of the integrated coastal zone management strategy of Vietnam to 2020, with a vision towards 2030, aiming to issue focused and consistent directions on the sustainable development of Vietnam’s marine economy.
The committee is an interdisciplinary coordinating organisation which is tasked with proposing to the PM orientations and solutions to deal with important inter-sector issues related to the sustainable development of Vietnam’s marine economy, while assisting the Government leader to promote coordination between ministries, ministry-level agencies, government bodies and local authorities in the aforementioned work.
In addition, the committee is responsible for organising the implementation of the Government’s master plan and five-year plan on the implementation of the Party Central Committee’s Resolution No. 36-NQ/TW dated October 22, 2018 on the strategy for the sustainable development of Vietnam’s marine economy until 2030, with a vision to 2045, and the key programme on basic surveys of Vietnam’s sea and island resources and environment of the sea and islands until 2030.
As the standing agency of the steering committee, the Ministry of Natural Resources and Environment is responsible for ensuring the working conditions of the committee and using its apparatus to organise the implementation of the committee’s tasks.
