Addressing the session, NA Chairwoman Nguyen Thi Kim Ngan said that amidst the complicated development of COVID-19 epidemic, the NA bodies and the Government’s ministries and agencies have made strong efforts while closely coordinating together and flexibly adjusting their working methods.
She also noted that the NASC appreciated the Government for its urgent spirit in absorbing opinions at the committee’s extraordinary meeting on April 8 as well as for promptly issuing of its Decree and directing the deployment of the social welfare package to people who are living in difficulties due to COVID-19.
The NA leader also asked the relevant agencies to prepare full documents for the NASC’s 45th session and the ninth session of the 14th NA.
Following the statement of NA Chairwoman Ngan, the NASC deputies shared opinions on several issues on which differences remain in the draft Law on Investment in the form of Public-Private Partnership (PPP).
From April 20-28, excluding April 23, the committee will also offer opinions on the draft revised Youth Law, the draft (amended) Law on Sending Vietnamese Workers Abroad Under Contracts, the draft law on amendments and supplements to a number of articles of the Law on Environmental Protection and the draft Law on International Treaties.
The participants will also deliberate the legislature’s law and ordinance building programme for 2021; the submission to the NA for its approval of the EU-Vietnam Free Trade Agreement (EVFTA); the EU-Vietnam Investment Protection Agreement (EVIPA); and the accession to Convention No.105 concerning the Abolition of Forced Labour by the International Labour Organisation.
The committee also consider the NA’s draft resolutions on the development of Da Nang City until 2030 with a vision to 2045 and on agricultural land use tax exemption, as well as comment the reports on the results of thematic supervision of the “implementation of policies and laws on prevention and control of child abuse" and thrift practice along with combatting waste in 2019.
In addition, the NASC will discuss and decide on the allocation and use of the central budget; the establishment of three townships in the provinces of Thanh Hoa, Phu Yen and Binh Dinh; the implementation of Resolution No.468/NQ-UBTVQH14; and the use of Government bonds for several projects and financial-budget mechanisms and policies for Hanoi.
