The majority of opinions presented were in favour of developing and promulgating this law, as it would build a new and effective legal framework for mediation and dialogue for agencies, organisations, and individuals. Such a legal corridor would attract knowledgeable and experienced human resources to work with the court in conciliation and settlement of civil disputes and administrative lawsuits. According to statistics from recent local pilot programmes, 40,000 cases were settled through successful conciliation by mediation and dialogue centres at the courts of sixteen provinces and cities, a success rate of 78%.
