At an ongoing session in Hanoi on Wednesday they said the model is unprecedented and should be trialled before being fully adopted.
They agreed that the law would be applicable to the 3 special zones of Van Don, North Van Phong and Phu Quoc since they represent regions with geo-strategic economic importance.
Some deputies said the law should clearly stipulate that investment is not to be solicited regardless of cost and spell out principles for establishing and managing special zones with priority given to safeguarding national sovereignty and cultural identity.
Deputies also discussed the organisation of authorities and socio-economic development of the special zones.
