The opening ceremony saw the presence of General Secretary Nguyen Phu Trong; former Party leaders Le Kha Phieu and Nong Duc Manh; State President Truong Tan Sang; former State leader Tran Duc Luong; Prime Minister Nguyen Tan Dung; NA Chairman Nguyen Sinh Hung; former top legislator Nguyen Van An; President of the Vietnam Fatherland Front Central Committee Nguyen Thien Nhan; senior revolutionary contributors; NA deputies; and representatives from the diplomatic corps and international organisations based in Hanoi.
Before the opening ceremony, Party and State leaders and representatives from NA deputy delegations laid flowers and paid tribute to President Ho Chi Minh at the Ho Chi Minh Mausoleum.
The NA convened a preparatory meeting to discuss and adopt the session’s schedule.
Addressing the opening ceremony, NA Chairman Nguyen Sinh Hung noted that at a time when the regional and international situation is seeing complicated and unpredictable developments and the country is faced with difficulties, challenges and countless opportunities, the session will help to review the past; evaluate the situation of socio-economics, national defence, security, external affairs, judicial work and other fields; and set targets for 2016 and the five coming years in order to fulfill all tasks successfully to move the country towards a new development phase.
He stressed the significance of the 11th session which has a number of important contents and tasks, while asking the Government, the NA Ethnic Council, NA Committees and relevant agencies to work closely with each other to ensure the session is on schedule. He urged NA deputies to uphold a spirit of responsibility, unity and democracy to contribute constructive ideas for the success of the session.

On behalf of the Government, Deputy PM Nguyen Xuan Phuc delivered a report evaluating and supplementing accomplishments in realising the 2015 socio-economic development plan; implementing the 2016 socio-economic development plan; and the 2016-2020 socio-economic development plan.
The session takes place at the same time as the entire Party, army and people are intensifying efforts to realise the 12th National Party Congress’ resolution and are actively preparing for the election of deputies to the 14th NA and all-level People’s Councils for the 2016-2021 tenure. Together with legal construction work, the session will discuss important matters of the country; summarise the performance of State, NA and Government agencies over the past five years; and finalise leading positions of the State apparatus.
The 11th session is scheduled to last for 19 days.
