Torrential rain has flooded major streets, including Le Loi Avenue, Tran Phu Street and Phan Chu Trinh Street, disrupting traffic. Some streets are heavily flooded, with water entering homes. Residents have had to move belongings to higher ground.
Pham Van Vinh, resident of Hac Thanh Ward, Thanh Hoa Province, said: "Water has entered all the low-lying homes. We had to move our vehicles out of the neighbourhood and leave them on higher ground because there is nowhere safe from the flooding.
Rising water on the Ma River has severely flooded around 1,000 households,outside the dyke in Ham Rong Ward, affecting more than 3,500 people. In some areas, water has risen halfway up the walls of houses. Authorities have deployed personnel, vehicles, and boats to evacuate residents to safety as water levels could rise further.
Le Minh Tuan, Vice Chairman of Ham Rong Ward People's Committee, Thanh Hoa Province, said: "All units have been on standby since last night. With water levels expected to keep rising, local militia have entered deep into residential areas to evacuate households".
With rainfall continuing, local authorities remain on alert, closely monitoring water levels and areas at risk of severe flooding and landslides.
Residents are being evacuated where necessary to minimise casualties.
