Turning those opportunities into tangible gains, however, depends on effective implementation and support at the local level.
In the first half of this year, this company exported around 250 million U.S. dollars' worth of goods, up about 6% year on year, with demand from FTA markets continuing to grow. Those opportunities are bringing in new orders and shaping where the company expands next.
Yang Jinke, CEO, Tongwei Electronics (Vietnam) Co. Ltd said: "Over the longer term, our overseas orders have been growing by more than 30 percent a year. We have continued to expand and invest in our Phase Three facility. Through the FTA Index, we can assess other localities, including Bắc Ninh, Nghệ An and HCMC for potential future investment."
For businesses, the FTA Index offers a way to compare how effectively different localities implement trade agreements and support companies in taking advantage of them. Based on a nationwide survey of more than 4,000 import-export businesses, the 2025 Index assesses local performance across 31 indicators. Hai Phong City topped the latest rankings with a "Very Good" rating.
Dr. Nguyen Ngoc Son, National Assembly Deputy, Hai Phong City Added: "Hai Phong benefits from an exceptional policy framework approved by the national assembly, including 41 special mechanisms and policies. More importantly, its implementation capacity at the local level, along with effective access to and provision of fta-related information for businesses, has helped attract fta-oriented enterprises to invest in Hai Phong".
Mr Ngo Chung Khanh, Dep. Dir. Gen., Multilateral Trade Policy Dept., MOIT said: "We are building a three-pillar system to improve FTA utilisation: better access to information through the FTAV Portal, identifying implementation bottlenecks through the FTA Index, and connecting businesses with logistics providers, financial institutions, consultants, and central and local authorities across the FTA ecosystem."
The aim is to turn these tools into more targeted support at the local level, helping businesses across Vietnam make fuller use of the opportunities offered by the country's trade agreements.
