Guidance offered on management of arrivals amid COVID-19

VTV.vn - The Ministry of Health has issued an official dispatch to the concerned ministries, agencies and local authorities, providing temporary guidance on monitoring entry into Vietnam to ensure the safety of the community amid COVID-19.

The guidelines are aimed at directing the monitoring and testing of arrivals entering Vietnam to ensure the realisation of the dual goals of both preventing the epidemic and maintaining socio-economic activity.

Those involved are arrivals to Vietnam to work for more than 14 days, including foreigners holding diplomatic and official passports, investors, skilled workers, business managers, objects and their relatives under cooperation agreements, international students and foreign relatives of Vietnamese citizens from countries where the epidemic has been effectively controlled.

According to the instructions, before entering Vietnam, the arrivals should register in advance with a concentrated isolation facility in Vietnam for quarantine together with a specific work schedule in the country. They should prepare a certificate (in English) proving that they are negative for SARS-CoV-2 using RT-PCR/RT-LAMP techniques, issued by the relevant competent medical authority 3-5 days before their entry to Vietnam.

Upon entry, the Vietnamese authorities will check the arrivals’ certificate confirming their negative test results for SARS-CoV-2, as well as performing body temperature measurements and medical checks to detect suspected cases. They will also be provided with guidance on making e-medical declaration and installing and using traceability mobile apps.

In case the test result of arrivals is positive for SARS-CoV-2, concentrated medical isolation will be applied at medical facilities, and they will be provided with testing and treatment according to the current regulations.

If their test result is negative or is not clear, the will be transferred to their registered isolating facility with ensured safety regulations during their transportation under the guidance of the Ministry of Health.

At the local centralised isolation facilities, the authorities need to take samples on arrivals for SARS-CoV-2 testing using RT-PCR/RT-LAMP techniques. If the test result is negative, they will be kept in quarantine, monitoring and medical supervision until a second test sample is taken.

All entries are sampled for the second time on the 6th day from the date of entry or as soon as showing suspected symptoms. If there is a positive test result, it is necessary to immediately isolate them at medical centres, while their close contacts should be quarantined for 14 days.

If their second test result is negative, the entries are allowed to move to their residence to continue practicing self-quarantine until they finish a full 14-day isolation, along with taking measures to prevent the epidemic according to current guidance from the Ministry of Health. Travel from isolated establishments to their accommodation must be carried out by private means set out in the regulations by the ministry.

At their accommodation, the arrivals should strictly implement measures on medical supervision, isolation and epidemic prevention, while avoiding contact with the community and immediately notifying the medical authority if there are signs or any suspicion of being infected. Every day, if someone comes in contact with them, they should be listed with names and phone numbers until the end of the arrivals’14-day isolation period.

The local health authority should conduct medical surveillance according to the regulations and takes samples for SARS-CoV-2 testing using RT-PCR/RT-LAMP techniques on the 14th day of entry or upon any suspected symptoms related to COVID-19 being detected.

If the test results are positive or the suspected symptoms point toward infection, the arrivals should be immediately put into centralised isolation at medical facilities and provided with testing and treatment according to the current regulations applied on COVID-19 cases.
