The conference was co-chaired by Prime Minister Nguyen Xuan Phuc and Permanent Deputy Prime Minister Truong Hoa Binh.
In his speech, Permanent Deputy PM Truong Hoa Binh, also Head of the Government’s Steering Committee for Administrative Reform said that in order to realise the Resolution of the 11th National Party Congress, the Government has issued a master programme on public administration reform for the 2011-2020 period in addition to Resolution 30c/NQ-CP on November 8, 2011 with a system of appropriate solutions and steps in order to build a democratic, clean, strong and professional state administration.
Over the past ten years, administrative reform has been implemented synchronously on all six contents including institutional reform; administrative reform; reform of state administrative apparatus organisations; renovating and improving the quality of cadres and civil servants; public finance reform; and administrative modernisation.
In addition to the positive results achieved in the past period, the Permanent Deputy PM also pointed out several shortcomings and weaknesses during the implementation of administrative reform in some ministries and sectors.
He asked ministries, sectors and localities to continue promoting the responsibilities of top officials in implementing and popularising the resolutions and policies of the Party, National Assembly, Government in relation to administrative reform.
Meanwhile, it is necessary to complete all institutions, mechanisms and regulations to facilitate the development and application of science and technology, particularly information and communication technology in various sectors in order to improve productivity and quality as well as the competitiveness of the economy, he added.
