Parties in the European Parliament discussed until the final hours before the vote on how tough to make the curbs on one of Europe's most important industries, part of efforts to reduce greenhouse gas emissions. Car emissions have become a big issue in Europe since Volkswagen's scandal in September 2015 in which it admitted to rigging diesel-powered vehicles to cheat on emissions tests.
