Directive 09/CT-BCA-V28 of the Minister of Public Security, issued on August 19, 2014, is a concrete implementation of the Party's guidelines and the State's policies on religious affairs related to security and order. This directive aims to enhance the national security protection movement among religious communities.
After ten years of implementing Directive 09, numerous models and exemplary figures have emerged, leveraging strengths, ethical values, and patriotism of religions. These efforts have thwarted hostile forces' attempts to use religious issues to undermine national unity.
Sharing his personal experience in this work, Giang Seo Min, Head of the Liaison Committee of the Evangelical Church of Vietnam (North) in Ha Giang Province said he regularly disseminates information about current news and necessary details to church members regarding the Party and State's guidelines, especially those related to ethnicity, religion, production, national defence, security, and crime prevention.
"I also emphasise the need to be aware of the plots, methods, and tactics of new crimes, high-tech crimes, and online crimes, helping believers to 'self-protect' and not be lured or exploited by hostile forces and criminals," he stated.
As a citizen and a religious leader, Thich Vinh Tuong, Abbot of Ho Lenh Temple in Diem Thuy Commune, Phu Binh District, Thai Nguyen Province, shared: "I often encourage believers and residents to enhance their awareness of fully complying with the law and actively cooperating with authorities to combat crime."
"We assist authorities in performing their duties and deploying security camera models at hotspots. We also support installing streetlights in rural areas and do not condone illegal activities. Together, we build a healthy environment free from social evils at religious establishments," he said.
At the conference to honour exemplary models in the national security protection movement among religious communities from 2014 to 2024, Deputy Minister of Public Security Le Quoc Hung affirmed that religious believers are an integral part of the great national unity.
The core content of religious work is mass mobilisation. Ensuring security and order in the religious field is a task for all levels of Party committees, authorities, and the political system, including various sectors and organisations under the Party's leadership, with the police force playing a key advisory and core role.
The police forces at all levels need to deeply grasp and apply these perspectives in advising and implementing tasks related to building the national security protection movement among religious communities, he stressed.
Looking ahead, hostile and reactionary forces will continue to increase activities exploiting ethnic and religious issues to distort the Party's guidelines and State policies, inciting opposition, division, and undermining national unity. The situation of crime, social evils, and non-traditional security factors will become more complex and latent, affecting national security.
Therefore, the national security protection movement among religious communities needs to continue innovating, being practical, suitable for the people, in order to mobilise a larger number and more active participation of religious leaders and believers.
Among these efforts, communication and mobilisation are identified as the top priority tasks, which must be conducted regularly and continuously. It is necessary to continue leveraging the positive role of religious leaders and influential figures and the advantages of mass media, the internet, and social networks to enhance the effectiveness of this work.
Exemplary models in the national security protection movement among religious communities should be timely detected and awarded, thus leveraging the communities’ ethical and cultural values.
Functional agencies must regularly review operations to draw lessons on effective and creative methods in implementing religious work, thus improving the quality and effectiveness of the national security protection movement among religious communities.
