Ministers of Planning and Investment, Transportation and Construction and six northern coastal city leaders attended the event.
They decided that the route would be funded via a combination of public-private partnership, build, operate and transfer and state budget.
The prime minister has approved the investment which will help link the region with the wider ASEAN area. The 550 km route is expected to be operational before 2020.
