The General Office for Population and Family Planning have proposed recommending the current birth quota per family of 1 to 2 children, while simultaneously offering no form of birth control, nor no longer offer any form of support for family planning services.
They claim this is necessary since the elderly population in Vietnam is increasing. Ho Chi Minh City changed from encouraging families to have only 1 or 2 children to wanting families to have at least two four years ago. However, Ho Chi Minh City's rate is lower than the national average but suitable for the city's development.
