The statistics were released at a conference held this morning by the National Steering Committee for ODA and Preferential Loans.
The meeting was chaired by Deputy Prime Minister Hoang Trung Hai, who is also head of the committee.
Currently, there are 24 projects yet to be implemented, 14 of which are far behind schedule.Obstacles affecting the disbursement of ODA include policy differences on compensation, land clearance and resettlement between Viet Nam and its donors.
Others include changes in zoning at a local level, and a lack of counter capital due to limited state and provincial budgets.
In light of delays to ODA disbursement, Deputy PM Hai instructed agencies and ministries to reassess projects that are not meeting their deadlines.
