Two Vietnamese representatives joined the event. Climate change, urbanisation and uncontrolled migration have raised international security issues, including terrorism, cyber security, refugee problems, natural disasters and dangerous epidemic.
However, the United Nations or an individual country alone cannot deal with such serious problems. Therefore, the army needs to work together to address these problems.
Top army officers from the Asia-Pacific region need to enhance co-operation in dealing with emergency and building a mechanism for co-operation between civil and military forces.
