Party Central Committee sets personnel standards

VTV.vn - The Party Central Committee wrapped up its 11th session yesterday, making decisions on a number of major issues, including the personnel plan and the building of a new international airport.

Party General Secretary Nguyen Phu Trong said the new Party Central Committee to be elected at the 12th Congress next year must be a strong and united collective with steadfast political spirit and good moral standards. Criteria for selecting members must be based on requirements stipulated in Party statute.

In particular, he said members of the 12th Party Central Committee must have profound patriotism and political firmness while being persistent in national independence and socialism.

They must be faithful to the Marxism-Leninism, Ho Chi Minh thought, the Platform and guidelines of the Party, the State Constitution, and national interests. They must also have a strong spirit, keep their word, and act as examples of those complying with Party regulations and discipline.

He added members of the Committee must be ready to cope with difficulties and challenges and sacrifice personal interests for the sake of the Party and the nation. They must also avoid corruption and self-serving behaviour and be determined to fight against negative, bureaucratic and corrupt phenomena.

The General Secretary said that the new Party Central Committee must have an appropriate number of members and structure to ensure comprehensive, inheritable, and developed leadership.

He added that more members would be based in strategic regions and important fields. The number of young, female and ethnic members will also be increased.

The personnel structure should be divided into three age groups - those under 50, those from 50 to 60 - and 61 and above, he added.

Regarding the local governance model, Trong said renovating and consolidating local government was pivotal to the improvement of the operational efficiency of a socialist country ruled by law like Viet Nam.

The 11th Central Party Committee decreed that all administrative units stipulated in Item 1 of Article 110 in the 2013 Constitution have a local government with the People's Council and the People's Committee, he noted.

The leader said the Central Committee underlined the need to build the international Long Thanh airport in Dong Nai Province , which was proposed at the Committee's fourth session in December, 2011. The airport is considered critical to national socio-economic development.

The Committee also demanded the clarification of conditions for the airport to become an international transit terminal amid fierce competition from its South-east Asian counterparts, he added.

He asked for productive communications campaigns to gather approval from the political system and high consensus from people.

Yesterday, during the Committee's last sitting day of the 11th session, Politburo member To Huy Rua, who is also Secretary of the Party Central Committee and head of the Party Central Committee's Organisation Commission, presented a report on the Politburo's personnel plan for the new Party Central Committee.

He also mentioned the number and allocation of delegates who will attend next year's 12th National Party Congress, the Party's biggest meeting that takes place every five years.

Meanwhile, Politburo member and Deputy Prime Minister Nguyen Xuan Phuc's speech focused on the organisation of local government models.

Closing the session, the Party Central Committee approved a resolution on its 11th session held from May 4-7.

In its announcement on the session, the Party Central Committee called on the entire Party, people and army to reinforce their unity and work hard to weather all difficulties and challenges to accomplish 2015's socio-economic tasks and the organisation of all-level Party congress towards the 12th National Party Congress.
