The council is currently focusing on reviewing the number of fishermen who have been affected to best support them in resuming production.
Lập An estuary is right next to the Lăng Cô sea gate.
Besides offshore fishing, locals here also run aquaculture farms in lagoons and fish near the sea gate. Along with fishermen in other central provinces, fishermen in Thua Thien–Hue have been suffering serious damage to their livelihoods since the incident in April.
A fisherman in Thua Thien–Hue Province said: "After the recent mass fish deaths, offshore fishermen like myself and inshore fish breeders have been heavily affected. We’re basically empty-handed".
Decision 772 was enacted to support affected fishermen, however, many of them are not yet on the list to receive support.

Thua Thien–Hue Province said: "Lăng Cô Lagoon is very small. Low tide connects the lagoon with the sea and thus fishing in the lagoon was also affected like at sea. However, under Decision 772, we are not on the list to get support".
Around 400 fishermen and 430 fishing boats in Lăng Cô are in this situation. The local authority has reviewed and determined the damage done in the area and has sent a proposal to the government, so that these affected fishermen can also receive support.

Vice chairman, Thua Thien– Hue Province People’s Committee said: "In the coming time, the province will announce the review of the damage done. Our focus is to restore production at sea and in the lagoon. We encourage local fishermen to fish in the lagoon, as it is one of the province’s strengths".
Thua Thien–Hue has a large lagoon area covering about 2,200 hectares connected to the sea by three sea gates. Timely support is the legitimate solution to help locals settle down and continue to promote the advantages of aqua farming in the region.
