New policies take effect this month

HÀ NỘI — A series of new government policies on land use right certificates, proving financial capacity to play at casinos, and for the horse racing and international football betting business, come into effect this month.

A policy of the Ministry of Finance (MoF) that came into effect Friday stipulates that those who wished to play at a casino must have evidence of financial capacity, including a constant income of at least VNĐ10 million (US$443) per month. Casino enterprises visited by Vietnamese citizens must keep the documentary proof of customers for at least five years from the day the customers played at the casino.

The regulation also required casino enterprises to issue electronic cards for customers to enter and exit the casino.

A new policy by the MoF on the dog and horse racing and international football betting business came into effect on Thursday.

To be granted a certificate of eligibility for running a horse or dog racing business, an enterprise must have a racecourse equipped with technological systems, technical devices and software to serve the betting business. The enterprise will also be requested to work out a feasible business plan with betting ticket distribution methods and areas in conformity with regulations.

Since December 5, the red book – or the land use right certificate – can contain names of all members of the family who have the land use right instead of only one person, like before. — Đức
