HÀ NỘI — Deputy Prime Minister Trương Hòa Bình has issued a plan to implement a project on simplifying administrative procedures, citizen papers and databases related to population management in 2019.
In the first and second quarter of this year, the Ministry of Planning and Investment in co-ordination with the Ministry of Finance, Ministry of Public Security (MoPS) and government agencies will propose the allocation of capital to build a national population database.
The ministries of finance and public security, the Government Office and relevant agencies are required to issue the circular on the fee collection, management and use of information in the national database on population.
The deputy Prime Minister assigned the MoPS to co-ordinate with ministries, sectors and police in localities to guide and inspect the progress of collecting and updating population data as well as handling and inserting information to ensure connectivity with the national population database system.
In the fourth quarter of 2019, the public security ministry will deploy technical infrastructure for the national population database centre in Hà Nội. The ministry also will co-ordinate with local police to install equipment, software and transmission lines to the places under the project.
The government ministries, sectors and localities can also propose their demand to connect other national databases with the national population database in the third and fourth quarters of 2019, according to deputy PM Bình.
The Ministry of Justice, MoPS, People's Committee of centrally run cities and provinces are asked to continue issuing citizen identification numbers.
All citizens' personal data will be uploaded to the national database – making it easier for people to fill out paperwork and cut administrative expenses.
The collection of citizen information has reached about 86 per cent, of which 16 localities have completed collecting population information, according to the information at a recent meeting of the Steering Committee for the Implementation of Project 896. VNS
