HÀ NỘI — Minister of Transport Nguyễn Văn Thể has ordered relevant agencies to speed up the implementation of major projects throughout the country.
The projects consist of the Cát Linh – Hà Đông Elevated Urban Railway, Tân Sơn Nhất International Airport and Long Thành International Airport.
Reporting on the progress of the Cát Linh – Hà Đông Elevated Railway Project, deputy director of the Railway Project Management Unit Vũ Hồng Phương said the train system was scheduled to start its trial run in September.
This phase was estimated to take more than three months, he said.
However, the general contractor had yet to finish and submit a detailed plan on the trial run and maintenance as well as a safety certificate for the project to the management unit, he said.
This risked delaying the project’s trial run, he added.
In response to the report, minister Thể said “There is no reason for the delay in sending the detailed plan.”
He told deputy minister Nguyễn Ngọc Đông to urgently work with the Hà Nội administration, the general contractor as well as relevant agencies to resolve the situation.
Thể also said the maximum time for the trial run was 6 months. After the trial run, the train must be put into commercial operation.
“The project must be put into operation as soon as possible,” he said. “The more we delay the operation, the more we waste our money,”
Regarding the project to upgrade Tân Sơn Nhất International Airport, head of the ministry’s Planning and Investment Department Vũ Duy Lâm said the Airport Design and Construction Consultancy One Member Limited Liability Company and Civil Aviation Authority of Việt Nam was finishing a detailed plan for upgrading the airport.
Thể said the plan to upgrade the airport had attracted significant public attention.
Thể tasked deputy minister Lê Đình Thọ to work with the HCM City administration and relevant agencies to publish the detailed plan in early September.
The airport’s terminal 3 should be constructed as planned, he added.
Under the detailed plan, the civil aviation authority had to clearly point out the roadmap to implement the project and the sources of investment capital, he said.
For the project of building Long Thành International Airport, Thể asked the civil aviation authority to consolidate the project management unit. It could hire more experts to better consult for the project.
The civil aviation authority was required to submit several options to mobilise investment capital for the project, clarifying the strengths and weaknesses of each option then submit it to the ministry and the Government for approval. — VNS
