Hà Nội investigates alleged charity theft

Chairman of the Hà Nội People's Committee Nguyễn Đức Chung has requested departments and agencies urgently look into allegations that staff of a centre for the elderly and disabled have stolen charity goods.

Staff of the Hà Nội Nursing Centre for Elderly and Disabled Children, located in Thụy An Commune, Ba Vì District have been accused by media of taking donations.

Clips posted on giadinhvietnam.com on September 7 and 8 showed a young man driving a motorbike to the centre and taking boxes of goods from two women suspected to work at the facility.

An interdisciplinary inspection team from the Department of Home Affairs, the Department of Labour, Invalids and Social Affairs, will be responsible for investigating.

A report will be submitted to the city Party Committee and People's Committee before October 5.

According to local media, two staff of the centre’s function rehabilitation room, Đào Thị Phương and Nguyễn Thị Liên admitted they gave goods donated by individuals and organisations across the centre’s security fence to a trader on September 8.

Đỗ Đức Hồng, director of the centre, said the centre’s management board asked the two staff to explain their actions and report to the city’s Department of Labour, Invalids and Social Affairs.

Hoàng Thành Thái, deputy director of the city’s Department of Labour, Invalids and Social Affairs, said it has asked the centre’s management board to re-examine the violation, and would further investigate the case.  

In their explanation, Đào Thị Phương and Nguyễn Thị Liên, admitted each took three bags of fresh milk (one bag included four boxes), two bags of snacks (one bag included 10 boxes), six mooncakes and one box of candy to give to a man standing outside the fence.

Both said the goods were donations for staff of the centre and they could not report the gifts to the centre’s management board as it was late afternoon.

The two employees said that it was the first time such an incident had occurred.

Đỗ Đức Hồng, the centre's director told dantri.com.vn online newspaper said that the centre has identified 12 officials and staff (not including security guards) related to the case.

"Our responsibility is to coordinate with the local authorities, the press to clarify and strictly handle the case," he said.

According to the centre’s director, it warned Phương and Liên and reprimanded the centre’s security guard Trịnh Văn Hữu for his irresponsibility.
