Basic salary for civil servants increases as of July 1

A range of new policies are coming into effect this month, including wage increases, paternity leave for male workers and regulations relating to retirement age of the people’s public security force.

HÀ NỘI A range of new policies are coming into effect this month, including wage increases, paternity leave for male workers and regulations relating to retirement age of the people’s public security force.

Under Decree No. 38/2019/NĐ-CP, which took effect yesterday, the monthly basic salary for civil servants, public employees and those working in the armed forces will increase from VNĐ1.39 million (US$59.7) to VNĐ1.49 million (US$64) as of yesterday.

The new basic salary will increase by VNĐ100,000 per month, a rise of 7.2 per cent compared to the current level.

The new salary is used as the basis for calculating salary, allowances and other payments for the groups. It will also be used to calculate operating and living allowances and other deductions and entitlements.

It will apply to public officials and employees working at State agencies from commune-level to the central level; civil servants working at public socio-political organisations; and the armed forces.

The retirement pension will also be adjusted based on the new basic salary.

Paternity allowancesIn accordance with Decree 38 of the Government, the Law on Social Insurance 2014 and its guiding documents, the paternity regime for male workers will change from yesterday. Accordingly, when the wife gives birth to a child, her husband will be entitled to paternity regime equivalent to an allowance of nearly VNĐ3 million, double basic salary, per child.

In addition, he also is subject to paid leave in specific cases.

Upon the birth of his child, the insured male employee will be entitled to a paid leave of five working days if his wife has a normal delivery or seven working days if his baby is born by C-section or under 32 weeks. The Paternity leave will increase to 10 or 14 working days for a twin birth, depending on whether the baby is delivered normally or by C-section. As for a multiple birth, the father will be entitled to three more working days off for each baby from the third on.    

Retirement age

According to Decree 49/2019, the retirement age of public security forces is 60 years old for men and 55 years old for women.

Officers who are professors, associate professors, doctors or senior experts can have their service extended for teaching, scientific research at education institutions and research institutes in People’s Public Security sector. However, they won’t hold leadership and commanding positions.

The extended service is no longer than 10 years with the professor tittle while for associate professors; doctors and senior experts the maximum period is 7 and 5 years, respectively.

The decree will take effect on July 25. VNS
