VNeID helps better serve people and businesses

VTV.vn - Recently, the Ministry of Public Security has promoted the development of many integrated utilities on the VNeID application to serve the needs of citizens.

VNeID also plays an important role in helping ministries, branches and localities to digitally transform, reform administrative procedures, and better serve people and businesses.

Colonel Vu Van Tan, Deputy Director of the Department of Administrative Police for Social Order, Secretary of the Working Group implementing Project No.06 of the Government, said: To date, all 63 localities have connected the system to issue criminal records on VNeID. The total number of records received on VNeID is more than 69,700 records. It can be seen that, with the integrated utilities that can integrate a lot of information, replace many types of documents, and operate quickly and simply, the VNeID application has gradually become closer and essential to people’s lives.

Notably, two integrated utilities are the Electronic Health Record and the pilot issuance of Criminal Records via VNeID. To date, 32.1 million health books have been created for people, of which 15.6 million citizen information has been integrated into the Electronic Health Record on the VNeID application.

This utility provides doctors with complete information about diseases, medical history, and risk factors affecting health when patients come for examination, reducing examination and treatment time.

Doctors can look up test results, diagnoses, prescriptions, and patient history in previous visits. Replacing paper medical records and paper vaccination records with electronic health records is expected to save more than 83 billion VND/year and other costs.

At the same time, nearly 63,500 people were issued a Criminal Record Certificate on VNeID in a simple and quick manner, no longer having to wait in line at the Department of Justice as before.

According to Lieutenant Colonel Nguyen Thanh Vinh, Director of the National Population Data Centre, implementing administrative reforms, creating the most favorable conditions for people, the time limit for issuing a Criminal Record Certificate on VNeID has been reduced from 10 days to three working days. Complicated cases have been reduced from 15 days to nine days. With the annual demand for issuing Criminal Record Certificates nationwide of about 2.6 million requests, this will help save about 400 billion VND/year.

After a period of piloting the integration of the Electronic Health Record and the pilot issuance of Judicial Records via VNeID in Hanoi and Hue City, which has brought about great results and benefits, the Prime Minister has directed to expand this activity nationwide.

Bac Ninh is the first locality in the country to issue Judicial Records according to the process of Circular No.06/2024/TT-BTP amending and supplementing a number of articles of the Circulars promulgating and guiding the use of forms and judicial records on the VNeID application.

As of December 15, the whole province has received nearly 1,100 applications via the VNeID application. Currently, Bac Ninh is actively implementing solutions to propagate and guide people to submit applications to promote and increase the rate of issuance of Judicial Records on the VNeID application.

At the conference on deploying the Electronic Health Record, issuing Criminal Record Certificates on the VNeID application, and promoting the implementation of the contents of Project No.06 in the province, Deputy Minister of Public Security Nguyen Van Long emphasised: The model of connecting data of the Electronic Health Record and Electronic Medical Records between Bac Ninh Provincial General Hospital and Bach Mai Hospital is expected to become a pilot model, to be widely deployed nationwide. In the future, this will be a shared infrastructure for hospitals.

The result of integrating social insurance into VNeID has helped 2.5 million people receive social security, pensions, and social insurance benefits through their accounts with an amount of more than 19.2 trillion VND, ensuring speed and convenience.

People do not have to go to transaction points or commune-level People’s Committee headquarters to receive benefits, reducing travel time by about 51 billion VND/year, as well as reducing payment time for local civil servants, ensuring publicity, transparency and preventing negative issues in payment work.

Banking is the first industry to connect to the electronic identification and authentication system to apply VNeID accounts as soon as the regulations in the Law on Identification and Decree No.69/2024/ND-CP take effect from July 1, 2024.

Up to now, the banking industry has coordinated with the Department of Administrative Police for Social Order to review, compare and clean data in the National Population Database. Up to now, more than 56.8 million customer records have had their biometric information compared with chip-embedded citizen identification cards and through VNeID.

Customers can deploy the VNeID application to open savings accounts, authenticate payment transactions, and compare and verify information at 22 credit institutions.

People in need of loans can easily access legitimate sources of capital, thereby reducing the risk of having to borrow "black credit". This application also helps the banking industry control and assess risks in the process of providing services and lending unsecured loans, accurately authenticate subjects participating in banking transactions, assess customers' ability to repay debts, reduce time and verification processes, and speed up the disbursement process.

The application of population data serves to authenticate and clean up more than 110.2 million out of a total of 127 million mobile subscriber information data for three telecommunications networks (Vinaphone, Viettel, Mobifone) earning the state budget more than 164.4 billion VND, contributing to standardising mobile subscriber information, serving state management, reducing risks when registering, opening bank accounts, e-wallets, registering to perform public services. This also gradually eliminates the situation of ‘junk SIMs", crimes of fraud, threats, and slander; promote the authentication of tax and business data information.

In the coming time, the Ministry of Public Security will continue to urge ministries, branches and localities to focus on implementing the tasks assigned by the Government and the Working Group implementing Project No.06/CP such as: digitising civil status and land data; reviewing administrative procedures, restructuring processes to reduce and not require people to attach documents when data has been digitized in the direction of using data immediately as soon as it is available; deploying interconnected public services, electronic health books, and issuing judicial records on VNeID.

In addition, the Ministry of Public Security will preside over and coordinate with relevant ministries and branches to propose the implementation and integration of types of documents under management, promote data enrichment, and be ready to expand and integrate new utilities on the VNeID application such as: Determining marital status, reporting crimes, notifying civil judgment enforcement, banking information, integrating driver’s licenses, information on driver’s license issuance points, telecommunications, medical examination and treatment, buying medicine online, looking up personal tax information, education, etc.
