Vietnam and 195 countries participate in the United Nations Framework Convention on Climate Change. The Intended Nationally Determined Contributions (INDCs) can be defined as a commitment of the participating countries to reduce gas emissions. Vietnam has established a research group in charge of working on Vietnam’s report for the conference.
"The Vietnamese delegation has been collecting and working on statistics on climate change and economic development. We’ll include these findings in Vietnam’s INDC report. We have planned a strategy on climate change and green growth strategy. However, those documents are just for reference. When they become articles in the INDC, those goals will become legally binding and we have an obligation to implement them, said Pham Van Tan, Deputy Chief Negotiator on Climate Change.
Vietnam has organised some conferences in recent months to collect opinions for the INDC report. The deadline for the countries to present the report at COP 21 in Paris is this December. COP-21 will run from November 30th to December 11th in Paris. The conference is expected to be the last chance for all participating countries to achieve an agreement to limit global temperatures from rising no more than 2 ° C compared to pre-industrial era.
