According to Minister Nguyen Van The, inter-provincial passenger services by road are restricted to 40% of capacity for the first ten days after the plan comes into effect.
The cap will be raised to 60% and 80% in the second and third stages before normal services are resumed to full capacity.
For rail and air services, the first phase will be limited to 50% capacity, and then rise to 70% before being fully restored.
Flight crew and other members of staff must be inoculated with at least one dose with 14 days have passed since the vaccination date, and have valid certificates of negative tests.
Under the draft rules, passenger transport services are not allowed in areas where the Prime Minister’s Directive 16 is in place, while services in localities where less stringent restrictions are in place are permitted but with reduced capacity.
Passengers and drivers are required to follow the Ministry of Health’s 5K guidelines under a more relaxed plan but must be fully vaccinated for at least 14 days under a stricter plan.
Those who are unvaccinated or have been immunised with one dose only must present certificates of negative tests within 72 hours of receiving the results.
The regulations will be finalised and implemented consistently throughout the country after collecting opinions of the ministries concerned and local authorities.
