By 6pm local time Friday, more than 1,500 vessels with more than 10 thousand people will still be operating in the area and be threatened by the storm.

The provinces require households in the affected area to evacuate while implementing measures to ensure the safety of dams and avoid the threat of landslides and flash floods. As the area has a large fleet of fishing vessels, provinces have called for boats to find shelter and have resolved to relocate labor in aquaculture farming cages to safe places.
