The information was released at a conference discussing the TPP and the implication for Vietnam’s laws. Preliminary results of the review process showed that along with the 10 laws, there are other 22 decrees and 2 prime ministerial decisions to be amended and supplemented. Additionally, 9 legal documents were suggested to be issued while 1 document may be repealed.
"Only 10 laws need amending. Since the 2013 Constitution was released, Vietnam’s legal system has been much improved. It is clearer if we look at the compatibility between Vietnam’s legal documents and international treaties. Our legal improvement has shown Vietnam’s active moves to integrate into the international arena", Bach Quoc An - Director of International Laws Department, Ministry of Justice - spoke.
Amendments to the legal system as obligated by the Trans-Pacific Partnership remain a big challenge for Vietnam. However, according to Deputy Minister of Industry and Trade Tran Quoc Khanh – Head of the Vietnamese Negotiation Delegation to the TPP, there is an even more urgent task.
"The biggest challenge for Vietnam is to change the mind set of policy makers. As Prime Minister Nguyen Xuan Phuc said, the government should shift from using administrative orders to creating conditions that assist development", Tran Quoc Khanh - Deputy Minister of Industry and Trade - said.
Reports from the Conference will also contribute to the process. It will provide recommendations for the National Assembly in its discussions over TPP ratification before the end of the year.
