VTV.vn - The March 4 edition of “The Rising Era” will present a roadmap to transform special policy mechanisms into concrete commercial products, enabling Vietnam to master core technologies.

How can Vietnam transition from promising research models to developing competitive core technology products? This central question will be addressed in the March episode of The Rising Era, themed “Advancing to Master Strategic Technologies”. The program will outline a practical pathway for converting tailored policy frameworks into tangible commercial outcomes, thereby strengthening Vietnam’s technological self-reliance and national competitiveness.

Representatives from both regulatory authorities and leading technology enterprises will be featured, including Mr. Nguyen Van Yen, Member of the Members’ Council of VNPT Group, and Mr. Hoang Anh Tu, Deputy Director General of the Ministry of Science and Technology's  Department of Science, Engineering and Technology. Drawing on their insights, the discussion will analyze the key factors necessary for achieving technological self-sufficiency. At the same time, the program will candidly address why mastering core technologies has remained a persistent challenge. What barriers continue to hinder enterprises? These critical questions will be raised directly  with the guests.

Drawing from real-world experiences in technology investment, research and development, human resource training strategies, and cross-sector collaboration, the program will propose actionable solutions to address bottlenecks in capital and institutional frameworks. It will also clarify the roles of various stakeholders in developing strategic technology products that offer  competitive value while ensuring Vietnam’s technological autonomy. According to Mr. Hoang Anh Tu, the State will invest in areas that the market cannot undertake independently, or that carry high risk, including basic research, core technology, and key laboratory infrastructure. “We estimate that for every one dong the State invests in strategic technologies, enterprises can generate approximately three to four dongs in return. Outputs are precisely measured, and enterprises developing strategic technology products also have well-defined markets”, he stated.

With a multidimensional perspective, the program aims to help businesses and research institutions better understand the roadmap and support mechanisms available to invest in core technologies with confidence. It also serves as a forum for regulatory agencies to  gather  practical proposals, remove obstacles, mobilize resources, and accelerate progress toward mastering strategic technologies.

Vietnam is at a historic turning point, transitioning from a technology user to a nation capable of mastering strategic technologies. The question is, how can the research and development of 11 groups of strategic technologies and 35 key product categories be institutionalized to create a specialized legal framework for innovation? From national strategy to practical products, the roadmap for technological mastery will be clearly defined through the perspectives of policymakers and enterprises, thereby fostering systematic scientific research. Breakthrough solutions in human resource development and collaborative mechanisms among the State, enterprises, and academic institutions are seen as key to realizing the aspiration of “Made in Vietnam”.
