At the welcoming ceremony, State President Tran Dai Quang expressed the hopes to develop relations between Canada and Vietnam. He spoke highly Canada's commitments of continuing to provide ODA for Vietnam as well as supporting the country in climate change mitigation and poverty reduction. The state president hoped that Canada would soon approve the Trans-Pacific Partnership agreement.
Minister of Foreign Affairs Stephane Dion said that Canada wanted to promote relations in the Asia-Pacific region as well as ASEAN and Vietnam. He said Canada agreed that disputes in the East Sea should be resolved by peaceful methods and in accordance with international laws.
