As of December 7, US$12.4 billion worth of Government bonds have been sold, meeting 99.9% of this year's target. However, by the end of November, the State capital disbursement ratio only reached 70%, with Government bond capital disbursements meeting 47% of the full-year estimate. Despite the State Treasury's efforts, the figures suggested disbursement of Government bond capital were slow. Causes were determined to be the stagnation of public investment activities as a result of the confusion in implementing this year's new Public Investment Law.
