In Quang Binh province, dozens of local reservoirs are running out of water which puts the winter-spring rice crop of 2018-2019 at risk. Phu Vinh Irrigation Lake, in particular, which provides water for the entire city of Dong Hoi and 1,000 hectares of rice, has dried up. The lake now has only 7 million cubic meters. Its normal level is 22 million cubic meters. Quang Binh province was forced to stop supplying irrigation water for 1,000ha of the winter-spring rice crops of 2019.
