The European Council or EC's inspection in November is considered an opportunity for Vietnam to demonstrate its efforts to implement the recommendations of the EC to remove the "yellow card" status concerning illegal, unreported, and unregulated fishing.

All localities are ready for the November inspection. As an example, Phu Yen Province has no more fishing vessels exploiting foreign waters, according to the Phu Yen Department of Agriculture and Rural Development. A series of courses to raise the awareness of the fishermen were organized. 100% of Phu Yen off shore fishermen have also signed pledges to not violate foreign waters. Phu Yen Province has also directed strict punishment for violations. Four fishing vessel owners have been fined 70 million VND or 3,500 USD each.
