The decision was issued based on the results of the votes for outstanding athletes and coaches held by the Vietnam Sports Administration.
The ten outstanding athletes include Van Quyet (football), Van Duong (boxing), Nguyen Thi Oanh and Tu Chinh (athletics), Huy Hoang (swimming), Huynh Nhu (women's football), Loc Thi Dao (archery), Phuong Thanh (gymnastics), Kim Tuan (weightlifting), and Anh Vien (swimming); while the five outstanding coaches comprise Truong Viet Hoang (football), Doan Thi Kim Chi (football), Cap Manh Tan (archery), Huynh Huu Chi (weightlifting), and Nguyen Van Hoang (athletics).
The five athletes with disabilities are Ngoc Hung (athletics), Thanh Hai and Thanh Tung (swimming), Binh An (weightlifting), and Bich Thuy (chess), while the three coaches with disabilities are Dang Van Phuc (athletics), Nguyen Dang Vien (swimming), and Nguyen Hong Phuc (weightlifting).
The awards ceremony is scheduled to be held on March 27, which is also Vietnam Sports Day.
