Deputy Prime Minister Hoang Trung Hai attended the event. Construction of the 230 million USD rig began in October 2014. The rig stands at a height of 120 metres, weighs almost 18,000 tonnes, and can drill to a depth of nine kilometres. It can also withstand level 12 storms. Following the opening ceremony, construction is expected to be fully completed in the next nine months before the rig is handed over to the owner.
