The two papers were discovered in the temple worshipping Princess Ngoc Son, daughter of king Dong Khanh and aunt of King Bao Dai. The first paper was written on February 15th, 1939, during King Bao Dai’s 13th year in power. The paper was submitted to King Bao Dai by government minister Pham Quynh. The second paper dated February 3rd, 1939, was submitted by the French protectorate. Both papers carry significant historical value, through specific dates and peoples, demonstrating Vietnamese sovereignty within the East Sea before the Second World War.
