Vietnam’s Ministry of Industry and Trade has held a conference in Dong Thap province to disseminate Decree 365/20XX/ND-CP, which updates regulations on rice exports and imports.
One key requirement is that rice exporters must maintain minimum rice stocks in circulation equivalent to 5% of the volume exported over the previous six months.
The measure is designed to balance exports with domestic consumption, help stabilise rice prices, and protect farmers' interests.
Each year, the Ministry of Agriculture and Environment will work with major rice-producing localities and the Ministry of Industry and Trade to assess domestic demand, reserve needs, and the volume available for export.
The new framework also aims to improve export efficiency and strengthen Vietnam’s rice trade.
