NASC members discussed the draft of the revised law on residency, essentially agreeing with the government's proposals. Some members said that by revising the law on residency, including replacing the house registration books with personal ID codes in a national residency database, Vietnam would follow the general trend of the world.
This solution will shorten the administrative procedure, making it more convenient for people. The NASC asked the government, the Ministry of Public Security, and local authorities to speed up developing the national residency database and invest in equipment, so that the law can take effect on July 1, 2021 as planned.
According to some committee members, the proposed five-year transition period for a complete removal of the house registration books is too long. In addition, the NASC asked for related regulations to be reviewed and amended because currently, 30 administrative procedures are connected to the house registration books.
