Reprieve granted by the state president should be special in terms of jurisdiction, time, conditions and procedures. If differentiation between reprieve and other leniency policies cannot be clarified, the number of prisoners who are reprieved may be quite large. Furthermore, regulations specified in the reprieve law and the current penal code may also converge.
