The General Department of Customs mentioned there is no system for receiving, storing, and processing data related to E-commerce transactions. For example, some Vietnamese customers buy goods through foreign E-commerce trading floors when the goods are discounted. But when the goods are shipped to Vietnam, customs has no information about the discount to recalculate the tax.
Therefore, they still impose taxes on the goods based on the pre-discount price, so consumers have to pay more taxes. Specific regulations on tax calculation for goods purchased via foreign e-commerce sites are necessary.
