The Ministry requested localities to actively support food expenses according to Resolution No.68 of the Government and support essential necessities as prescribed in Decree No.20 of the Government.
Currently, 23 out of 63 provinces and cities are applying social distancing according to Directive No.16 of the Prime Minister. In order to ensure social security for people and workers, the MoLISA recommended therelevant provinces and cities implement some of the following solutions:
Localities review and firmly grasp the situation of people and workers living in difficult circumstances; well implement the supplementary policy for the beneficiaries as stipulated in Government Resolution No.68 and PMDecision No.23; assigning responsibilities to the heads of the party committees and local authorities in ensuring social security.
The Fatherland Front Committee at all levels and socio-political organisations and mass organisations are to bemobilised to organise channels to supply food and essential necessities to people in areas applying social distancing.
In addition, the MoLISA also suggests localities to exempt and reduce electricity and water bills and mobilise landlords to reduce rent for tenants who have lost jobs or have suffered financial difficulties due to the COVID-19 pandemic.
In a case of force majeure, people have to move back to their hometowns, the Ministry also proposed agencies and mass organisations where people reside to coordinate with local authorities in their hometowns to provide food and drink and organise means of transport for people to return to their hometowns, preventing spontaneous movements; as well as organise quarantine and ensure full implementation of regulations on COVID-19 prevention and control.
