The State Bank of Vietnam has issued regulations requiring credit institutions to reduce their ATM withdrawals between 11 pm hrs and 5 am. A new regulation cannot immediately satisfy all. But the benefits and safety of the masses must be the top priority. Any flaws in the system or the negligence of the user may result in financial losses.
