Judicial sector reports on NA resolution implementation

VTV.vn - SPC Chief Justice Nguyen Van Quang and SPP Prosecutor General Nguyen Huy Tien on December 3 reported to the NA on the implementation of resolutions from the 14th and 15th tenures.

Chief Justice of the Supreme People's Court (SPC) Nguyen Van Quang and Prosecutor General of the Supreme People's Procuracy (SPP) Nguyen Huy Tien on December 3 delivered reports on the implementation of resolutions of the National Assembly (NA) in the 14th and 15th terms related to thematic supervision and hearing activities at the legislature’s 10th session on December 3.

Quang affirmed that the SPC and lower courts have implemented many solutions to improve the quality of case settlement and adjudication. A major success area was the handling of crimes related to urban planning, land management, and land use, as mandated by NA Resolution No. 82/2019/QH14. Courts brought to light 96.71% of cases and 92.82% of defendants, surpassing the NA target by 8.71%. The SPC reported that 100% of these cases were tried within the legal timeframe, ensuring strict and timely processing.

The SPC also made progress in implementing Resolution No. 121/2020/QH14 on child protection, including the development and submission of the draft Juvenile Justice Law to the NA. The quality of criminal adjudication has been assured, with the Chief Justice stating that no wrongful convictions have been detected. The court system has also stabilised its restructured organisation since mid-2025 and is rapidly advancing digital transformation, with over 1.8 million judgments published online, attracting more than 220 million views, and effectively employing online court hearings.

Meanwhile, Tien reported that the SPP has intensified coordination with investigation agencies across various mandates. On land-related crimes, procuracy agencies investigated and prosecuted 211 cases involving 798 defendants and focused on enhancing asset recovery measures.

The SPP also reported on the swift handling of highly scrutinised cases, demonstrating the sector's commitment to fighting corruption. In relation to violations linked to the COVID-19 pandemic response, notably the Viet A technology scandal, the judicial sector has successfully investigated, prosecuted, and tried 37 cases involving 248 defendants.

For child abuse cases, 12,110 cases involving 12,342 defendants were handled through close collaboration with investigative bodies to collect evidence and support victims.

Despite these results, both institutions acknowledged existing challenges. The SPC noted that the rate of overturned or amended administrative judgments still falls short of the NA’s targets. Both the Court and Procuracy systems face issues like understaffing, inadequate infrastructure, and difficulties in collecting evidence in complex cases.

To address these shortcomings, the SPP recommended that the NA review and amend state management laws on land and insurance to ensure consistency and facilitate the concerted application of the law.

The SPC outlined plans to continue improving case resolution quality, enhancing professional ethics, and modernising facilities across all court levels.
