Local residents have been evacuated. In Dien Chau district, heavy rain has caused 4,500 hectares of winter crop to be submerged under water. Many hectares of vegetables were destroyed. Local farmers are harvesting early to prevent further losses. In Hoang Mai district, heavy rains have caused damages to hundreds of hectares of vegetables.
